Free Chlorine vs. Combined Chlorine: What's the Difference?

If you've ever walked into an indoor pool facility and been hit by a sharp, eye-watering "chlorine smell," you've already met combined chlorine, even if nobody called it that. The strange part: that smell usually means there isn't enough chlorine in the water, not too much. Understanding the difference between free chlorine and combined chlorine clears up one of the most common misconceptions in pool care.

Free chlorine: the sanitizer that's still working

Free chlorine (FC) is the chlorine in your pool that hasn't reacted with anything yet. It's available, active, and ready to do its job: killing bacteria, breaking down algae, and oxidizing whatever organic material swimmers bring into the water (sweat, sunscreen, skin cells, urine, and so on). When you test your water and see a "free chlorine" number, that's the figure that tells you whether your pool is currently protected.

For a typical residential pool, the ideal free chlorine range is 1-3 ppm, with 1-4 ppm considered acceptable. Below that, your sanitizer reserve is thin and the water is more vulnerable to algae and bacteria. Above it, you're not in danger, but you're paying for chlorine that isn't doing anything extra.

Combined chlorine: chlorine that already did its job and got used up

When free chlorine reacts with ammonia and nitrogen compounds from sweat, urine, or other organic waste, it forms chloramines, and chloramines are what your test strip measures as combined chlorine (CC). Combined chlorine is spent chlorine. It's still technically chlorine, but it's a weak sanitizer and it's the source of that harsh, unmistakable "pool smell" and the eye and skin irritation people associate with chlorine.

Note: The myth to retire: a strong chlorine smell means there's too much chlorine in the water. In reality, that smell almost always means there's too much combined chlorine (chloramines) and not enough free chlorine to keep up with what's being added to the water. A properly balanced pool with adequate free chlorine barely smells like anything at all.

The ideal combined chlorine level is 0 ppm, with 0-0.5 ppm considered acceptable. Anything above that is a signal that chloramines are building up faster than your free chlorine is neutralizing them, usually because heavy bather load, warm weather, or infrequent shocking has let demand outpace supply.

Total chlorine, and how the math works

Most test strips report total chlorine (TC) rather than combined chlorine directly. Total chlorine is simply free chlorine plus combined chlorine added together, so you calculate combined chlorine by subtracting:

  • Total chlorine (TC) = Free chlorine (FC) + Combined chlorine (CC)
  • So: Combined chlorine (CC) = Total chlorine (TC) minus Free chlorine (FC)
  • Example: a test strip reads 3 ppm total chlorine and 2 ppm free chlorine. That means combined chlorine is 1 ppm, which is above the 0-0.5 ppm acceptable range and worth addressing.

A basic test strip usually only gives you total chlorine, which is why a liquid test kit or a strip that separately reports free chlorine is worth having on hand. Without a free chlorine reading, you can't tell whether your total chlorine number represents active sanitizer or mostly spent chloramines. How to bring combined chlorine back down

The standard fix for elevated combined chlorine is breakpoint chlorination, more commonly known as shocking the pool. Shocking means adding enough chlorine at once to overwhelm the chloramines and break the chemical bond, rather than just adding a little more sanitizer on top of what's already there.

  • A common rule of thumb is to shock with roughly 10 times your current combined chlorine reading, with a standard minimum shock dose around 10 ppm even when combined chlorine is low.
  • Liquid chlorine (about 12.5% strength) is a typical choice for shocking: roughly 1 gallon per 10,000 gallons of pool water raises free chlorine by about 10 ppm, as a starting estimate.
  • Cal-hypo granular shock works similarly: roughly 1 pound per 10,000 gallons raises free chlorine by about 9-10 ppm, though the exact strength varies by product, so check the label.
  • These figures are estimates, not guarantees. Always retest a few hours after shocking, and add chemicals gradually rather than dumping in a guessed amount all at once.

What tends to drive combined chlorine up

Combined chlorine rarely spikes for no reason. It's usually a response to something specific:

  • Heavy use: a pool party or several days of frequent swimming introduces more sweat, sunscreen, and body oils than usual.
  • Warm weather and lots of sun: heat speeds up chlorine consumption, so free chlorine drops faster and has less reserve to neutralize new contaminants.
  • Inconsistent testing: if free chlorine quietly runs low for a few days, chloramines can build up before anyone notices.
  • Rarely shocking: a pool that's never or almost never shocked has no regular mechanism for clearing out accumulated chloramines.
